DISPATCHER / DRIVER Instructions & Guidelines Access to SSA Terminals is governed by the terms and conditions set forth in SSAT’s Maine Terminal Operator (MTO) schedule which is available at SSAT’s main office or on-line at www.ssamarine.com
  • ALL Trucks entering SSA Seattle Terminals MUST have their license plate and RFID tag properly paired in eModal to the SCAC assignment of the container being picked up. If not properly paired the truck will not be able to initiate/complete a transaction until updated in eModal. RFID Tag Link

  • Terminal 18 REQUIRES a license plate check in, for ALL Import Appointments* (*Peel stacks do not require an appointment.) The license plate of the Truck executing the appointment will need to be added in eModal at least 1 hour prior to the confirmed appointment time. If not added timely, the appointment will be cancelled. Only the license plate checked in will be able to complete the appointment. Check In Link

  • Trucks are NOT allowed to enter SSA Terminals Seattle prior to 0700.
  • SSA Terminals Seattle (T5/T18) gates will begin processing trucks at 0800 Monday – Friday unless otherwise noted on the Home Page.
    • Trucks that arrive early and line up on city streets may be subject to citation by local law enforcement.
    • Trucks found to be stopped/blocking traffic may be suspended from Terminal access.
    • End of day cut-off times will remain the same as posted on the Terminal’s website.
    • All trucks must enter Terminal 18 through Gate #1 or Gate #4.
    • All trucks must exit Terminal 18 through Gate #4.
    • Ensure that ALL charges are paid PRIOR to dispatching a truck to the Terminal.
Terminal Safety and Security Reminders: Please see Safety Rules for entire rules. For security reasons, video and photography at all SSA Terminals is prohibited.
  • Drivers MUST always remain in their vehicle while in the container yard.
  • No unauthorized pedestrian traffic is allowed on the terminal. Drivers must stay close to their vehicles while in the terminal and may only be out of their vehicle for actual operating needs, e.g. connecting/disconnecting chassis, locking/unlocking twist locks in the designated areas near the in and out gates, or to utilize the provided restrooms.
  • Yard Personnel instructions must be always followed.
  • Drivers are NOT to open containers for inspection while inside the Terminal.
  • Drivers are reminded that terminal cargo handling equipment always has the right of way.
  • Stay back at least one container length when a Toppick/Sidepick is in a stacking row retrieving your container. Move forward ONLY after Toppick/Sidepick completely backs out of the row.
CHASSIS
  • T18 Chassis Yard entrance is at the southwest corner of the Terminal.
  • Due to safety concerns, if the terminal is low on chassis, the drivers may not be able to wait on dock for returning chassis.
  • Drivers are only to lock/unlock containers in designated areas. At Terminal 18, Gate #4 Drivers are not allowed to lock containers prior to the out-gate pedestals.
  • Drivers must remain in trucks until they reach the designated lock down area.
  • All trucks coming through Gate #1 bobtailing or with a bare chassis must use Lane #13 and #`4.
  • The bobtail/chassis bypass lane at the out gate is to only be utilized by own chassis and bobtails.
  • All bare pool chassis must go through the OCR portal for out-gating. After the proper out gate transaction has been completed, driver may then exit the terminal with a bare chassis via the CBP by-pass lane.
  • Drivers found taking a pool chassis out via the gate by-pass will be subject to the same penalties as with any other terminal rule infraction.
  • Any Driver found dropping a chassis in a non-designated area will be fined $200 and be subject to the same penalties as with any other terminal rule infraction.
  • Chassis are ONLY to be dropped in the chassis yard/area of correct size/type. Terminal 18 only accepts TPNP and DCLI pool chassis. DO NOT LEAVE chassis in the wheel’s rows, drivers will be subject to suspension.
GATES / YARD
  • Any Driver found dropping an empty or export load on wheels without prior terminal authorization will be fined $200.00 and be subject to the same penalties as with any other terminal rule infraction.
  • If in-gating/out-gating doubles or triples, please double check that you have receive a valid yard location or out-gate transaction for each individual container.
  • Almost all transaction can be completed in the Gate Lanes via the speaker*. The clerk will ask for the information* in the order that they need it to process your transaction.
  • Trucker SCAC Code (know who you are hauling for AND ensure that your RFID tag is properly paired in eModal. If you do not have a trucker SCAC code, please contact your customer to have the Steamship Line send information authorizing the SCAC to be added to the terminal system.)
  • Do not pull off the scale until the transaction is completed.
  • Drivers are not to proceed into the yard to drop an empty/loaded container prior to receiving a yard location from the Clerk (verbally or via speaker screen.) If the Driver has multiple containers, location for all containers must be given.
  • Always wait until the previous truck clears the scale area before pulling onto the scale!! (Pulling ahead to quickly may cause drivers to see the previous location given to the prior driver.)

Depending on the type of transaction, the following information may also be needed:
  • Booking # or EDO # (Export Full In, Empty Pickup)
  • Container Number (Export Full In, Export Dray Off, Import Load Pickup (Crane Row or Wheeled containers.)
  • Seal Number (Export Full In, Import Dray In)
  • *Customer Name (Import Full Peel Off Pile pickup – do not go to speaker – go directly to the backside of J40 and see the Peel Off Clerk.)

  • Gate #1 Lanes #13/14 – Exclusively for bobtail or own chassis trucks with a singe out-gate transaction or bare chassis in transaction.
  • Dual Transactions allowed until 3:45pm. No Refers dispatched after 3:50pm. Single transactions cut off at 4:00pm. Reefer Dispatch cuts off at 4:00 pm.

TROUBLE PHONES The only drivers that are to be at the Trouble Phones are those with a legitimate Trouble Transaction (*Clerk on the speaker has told the driver to proceed to Trouble o those trucks specifically told to go to Trouble by T18 Personnel.) Drivers requesting empties or loads need to request those transactions via the lane kiosk speakers.

MULTIPLE GENSETS

In or Out gensets on a flatbed will be processed at Trouble.
*Drivers without a valid appointment (including early or late) MUST exit the Terminal. Any drivers found waiting at Trouble will be asked to exit the Terminal. GENSETS (Single)
In Gate:
Steamship Line nose/belly or porch mount genset on your OWN wheels, please proceed to the shop after initiating In Gate transaction to have genset removed before going to the designated yard location.
Out Gate:
After receiving your outbound container, if you are authorized to receive a Steamship Line nose/belly or porch mount genset please proceed to the shop before heading to the Out Gate.
EXITING TERMINAL 18
All trucks exit via Gate #4 (North Gate) once transaction(s) are complete. After out gate processing at the speaker, all containers * MUST exit via the yellow CBP Portals. Any truck caught exiting through the bypass lane with a container will be subject to a ban from the Terminal. * Bobtail trucks or trucks with bare chassis may bypass the CBP Portals via the marked TRUCKS ONLY lane on the far right of the CBP Portals.

When returning empties a dual transaction is preferred (ie. Empty drop with import out.)
